I think you should be able to get at least 60+ fps with that specs however, if the server has a higher ping and a low SFPS you will still not have a very stable screen.
Just disable the Character Shadows in Renegade Config (Expert Mode) and set the resolution to 1024x768x32 , although in my opinion 800x600x32 is better because things appear just a little bit bigger when looking at it on a 17" LCD thus improving your aim 
Anyway, a 900Mhz (Athlon? or Duron?) in combination with GF 5900 is a bad idea yes thats really a big bottleneck. I think you gonna be surprised just how much faster your game will be when you got your new cpu, i was 
I have 3 pc's here now , the fourth i got rid of because it was really outdated a Celeron 433 @541Mhz 64mb sdram pc100 ( LOL! ) with a 4,3G hd lolz and Voodoo 3 3000 in there. After this pc i got an Asus CUV-4XE, a very stable P3/celeron motherboard with 6 PCI slots together with a P3 1Ghz and GF 2 ti-ddr and 20Gb HD + the old 4,3 for temp.internet files and quick small backups i still have this pc now for running my server on 
The 2 pc's i use most are my P4 2Ghz (socket 430 intel i850) 512Mb rdram pc800 40G hd GF 2 ti-drr and my latest purchase (one week old now) is P4 2,8Ghz 1Gb ddr 3200 ram 1x60Gb 2x80gb RAID-0 (striping) on a Asus P4P800 mobo integrated 1Gbit LAN and Serial-ATA 
But anyways, if you change from a shitty 900Mhz to PR2400MHz CPU you will be stunned by the performance improvement at least the next week after, after this week you will start to complain again: damnit move your ass, stupid pc, wtf is taking this so long.
