Would it be possible to make a mod that made every official map (or even every map) have continuous rain like in C&C Tropics? And I don't mean a re-name of the map just maybe one that it only rained on your screen when you joined any server. Server hosts could add the map and for EVERYONE it would rain, how sweet would that be? Or if not, re-done WW levels with constant rain and a different name to em?

Assuming someone wasted their time adding rain into all the WW maps, what makes you think a decent server would host them? That would mean losing a lot of players, and for no reason. Besides, that would be annoying if it rained all the time.
I highly doubt anyone is going to do this for you. If you want rain you're gonna have to add it in yourself, but good luck finding someone to download and play your "rain maps."

uhhhgggg, I already asked if it would just show on my client side, and someone said yes. So there would be no need for anyone to host it.

Yeah i´m glad that there is no rain.
Rain can be cool if it is in a FanMap, but when it is in every map it sucks.
