It is if you have photoshop or paintshop pro and the .dds plugin. You can extract the pct_master.dds files from the always.dat and use them as templates-
agd_pct_master.dds
atr_pct_master.dds
bar_...
com_...
obl_...
pow_...
ref_...
wep_...
Edit them and put your own pictures there, then save them as .dds files.
