download a trial of paint shop pro or photoshop and open the screen and then save it as .giff

Are you telling me that you don't have any photo editing program?? Most operating systems like XP have photo editing programs included. What operating system do you have? Windows 1879?

Open the .tga in any image editing program that supports it and save it as gif.

(And use .jpg instead of .gif, it's alot better)
