I am unable to chat in-games. I can't use public or team chat. Any suggestions on how to fix this would be awesome!

I certainly hope you do use the correct keys ;P (F2 and F3)
You can always try and reset your configuration to the default and then try F2 and F3 again.
EDIT: In case you changed keyboards and now have a keyboard with a function-lock key, try toggling it and press F2/F3.
