I ask this question because my Laptop: TOSHIBA Satalite L-500 1XL has a CPU fan which has stopped working.
Yesterday it was working fine, now its stopped, this issue has also arisen with the Satalite Pro variant.

Is it possible to sort it out through BIOS command or do I have to send it back for service repairs?

If the fan itself is actually broken then nothing you change in software (ie: the BIOS) will fix it. You have to replace the fan.

If it's just not spinning due to the CPU temperature being too low to require the fan to be spinning... that's pretty standard and not really a problem.
