Anyway on topic I really don't see a good reason as to why it shouldn't be allowed, of course I think the states should have sway on the ultimate decision of whether or not oil companies should drill off their coastlines.

Good luck getting the stuff. North America is rich in oil, but so much of our stuff is a pain the ass to even drill for.
There's an oilfield in the Montana, and Dakota region that is home to a few billion barrels of oil, but the drilling process would require that they would not only have to drill down into the Earth, but horizontally too, in order to get between the shale. A process like that is expensive, and oil companies would charge even higher prices on fuel just to create the infrastructure needed to do that.
Plus, it's been worked out that this particular oilfield would last the United States about nine months. There are other places in the States with oil, but like the Bakkan oil region, it'll be hard to extract and process.
Instead, we ought to start getting serious with 'alternative-energy' sources. A hydrogen economy is the finishing line, but there are plenty of hurdles left on the track. Power generation should be the first area of change... investment in Nuclear generation would be a great first step, because it is comparatively clean to fossil fuels, and a Nuclear Plant occupies a relatively small footprint. Plus, with incoming electric vehicles from General Motors, and Toyota, there will be more strain on the power grid.
