You can only install plugins as Adobe designed it. I mean that file format plugins such as the icon and cursor formats must be installed into the file formats plugin folder. The same goes for other plugins as they go into their respective folders. As far as I know, there is no way to throw all your plugins into a single folder and have Photoshop load them.

No, you can't put them all in any folder you make. There is already a folder for plugins inside the Photoshop directory. You have put all your plugins there.
So download the plugin, extract them if they are compressed, and put them in the folder inside the PS directory. They should also come with Read-Me files to help you install correctly.
Also, some plugins may not work with all PS versions. Check what version the plugin is intended for.

SSnipe, Adobe Photoshop, like others have stated, already has a plugins folder for users to install their own custom plugins. Inside the plugins folder are subfolders. I cannot name all of them off of the top of my head, but a few are:
- File formats
- Filters
I may be wrong on the names since I don't have Photoshop installed at the moment, but do you see what I mean now? When you download a plugin you need to note what it is (filter, file format, etcetera) and place the plugin files into their associated directories. So if you download oh, say, the icon file format plugin, it would need to be placed in the file format plugin folder. I hope this explains it better.
