its an (extended) excerpt by von Goethe because i just know of "Gebraucht der Zeit, sie geht so schnell von hinnen,
doch Ordnung lehrt Euch Zeit gewinnen!"
roughly its like that:

use the time, it(time) passes so fast

im not sure about collegium logicum but i think its the "fundamentals/basics of philosophy"
so the poem is mainly telling you to use your time wisely because time passes so fast and if you bring order to your life youll gain some time (because everything will go faster with some kind of plan). and thats why "he" is suggesting you (my dearest friend) to learn the basics of philosophy first.
makes no sense to me but then again im no philosopher
