is there a way to edit the conv10.cdb file?

The "conv10.cdb" file is present in every new mod that you create when you're using the commando level editor. It's found in the /ModName/Presets folder of where you installed the editor.

My suggestion for you to edit the file, is by using the built-in level editor features.

If you're attempting to edit an existing conv10.cdb, create a new mod, save it and close the editor. Replace the file in the mod directory with the one you're trying to edit. Open up the editor again and load the previously saved mod package, it will then be using your newly replaced conv10.cdb file.

You'll see the existing items under the 'Conversations' tab in the editor, where you'd usually see the presets list. You can then modify any of these items by clicking mod, add or delete. If you plan to use the same 'Conversations' in another mod, simply copy and paste the conv10.cdb file into the presets directory of the receiving mod package.
