It if hits the sea, it will be taken in by the currents, and then near the shoreline. Before you know it people will be down at the beach going in as humans and coming out with an extra head or something. If it hits the sea, it will effect more people than if it hits land.

Rocket fuel is liquid nitrogen, Under -10 degrees, it will freeze a part of the ocean and then naturally melt. 
I think.
Presence is a curious thing, if you think you need to prove it... you probably never had it in the first place.
