Ok, here's a conversation I just had with a support guy:

Garth: Actually whole C&C servers are effected, some of the users are able to play the game, and others not.

So I guess there is hope after all? Has anyone else had trouble playing?

Thanks for being patient and answering my questions. I'm just a little pissed I spent $20 for a serial so I could play online and I still can't.

There is, use the renegade key changer to reset your serial, and then it will be updated properly. Then it will work with XWIS/WOL.
Oh, and the employee is (as defined by EA guidelines) bullshit. XWIS/WOL has been online for at least the past 6 hours, but more likely longer.

Maybe you could try locating the woldata.key file in your Renegade folder to see if it exists or try running the Key Changer program in administrator mode.
