Don't see the point of having any more...but, whatever works I guess.

The problem/point is that to the best of my knowledge all the Regulators/SSC's that have been written up till now have all been closed source.
As a result if you download any given regulator and it works for you except it doesn't have feature X which you really want, you have two choices:
- Try to convince the Author to add the feature.
- Write a new program from scratch.
If there was an open source base for the SSC it would be possible simply to keep adding to it without the need to start again from scratch (assuming its written in your language of choice).
On a personal note, I know I haven't released my source yet,
however I would point out that my regulator is not finished as a result I haven't released the binaries either.

What you say is probably true,
And in my case my program is a "Full Regulator".
However I don't see a good reason why the spec should not be given out even to those who only want to implement a standalone SSC.
The reason for this is that there are features which the SSC doesn't have such as the ablility to partially enforce Renguard.
But, as always I will respect your wishes and not redistribute the spec to anyone.
