You don't need to be a customer or anything, just call microsoft services (I think?) and say you are having trouble connecting at the proper speed. It could just be a simple thing you need to change or worse, a network problem. Do you remember the last time it worked fine; and if so, what happened since then? You don't have to answer that, just try to rack your brain & remember.
