Anyway, like IRON-FART said, in America a cop isn't required (in most cases) to pull you over for speeding. The police here usually pull over people who do the "in and out" driving.
Chances are if you go 10+ mph over the speed limit you may get pulled over. It all depends where you are. If you're going 75+ mph in a 65 mph zone on I-95 in VA (really busy), you probably won't get pulled over. However, if you're going 35 mph in a 25 mph zone, you will most likely get pulled over. I think the most strict places when it comes to driving are empty roads (like 301 or I-64), small rural towns, military bases, and work zones.
