You probably bought the 'cheap' version of Renegade, this cant be used on GameSpy at all, only on WOL.

EA cut expenses by saving a couple of thousand dollars on several Renegade copies CD-Key licenses for GameSpy.

The people who have these cd-keys can only play on WOL. So when WOL is down -like now- you cant play at all.
