I have that same card and mine is o/c but has no where near that much cooling. I did mod it with a new Tt copper heatsinks and ram sinks but that is a large heatsink.

My guess is that one fan is on top of the GPU and the other is on top of some of the ram chips. But I really couldn't be sure.
