If it isn't too badly damaged then warm water will clear the marks. A fingerprint is worse than a single scratch. A fingerprint can prevent a disk from being read where as a scratch may cause the device to slow down and read slower.
If it is really scratched (lookinglike somoene took sandpaper to the disk) then you can either buy a new one or send it to a disk repair company who run it through a machine which slices of a thin layer of the plastic to make a clean reading surface.
You'd be suprised how many people pick up CD's by touching the plastic on the bottom, you hold the edges and place it in the tray.
