It looks wa beter tahn some attempts I have seen posted on the forums but I agree with Sir Phoenixx on the following points:

2. Make all of the blocks like "Recent Topics" and "Search" the same width.

3. The Navigation panel looks ugly and it doesn't match the site.

I dislike the "under construction" symbols. They do not clash with the menu Aprime made. Maybe you could just make the link go to an "under construction" webpage.

Assuming point 3 refers to the right panel...

But I think a marquee would be ok if you were able to move it yourself aswell as it autoscrolling.
