Yes. But you can only use 3 of the 4 ports. Also the third monitor must be on the display port. You can never use HDMI and both DVI's at the same time.
I've also never heard of a video card that blows air down or a psu that blows air into the case. Both parts suck air in and blow it out the back. Some video cards blow air on to themselves and don't really have a vent function, all of the non-EE versions of a GTX 460 are like this. The EE (External exhaust) versions blow out air out the back.
