As far as I know, you can just cancel the message asking for the data disk and play normally. The data disk is only necessary for seeing the single player and intro movies. It it quits after that, it either does not run TT or it crashes immediately.

For mIRC, I don't use it myself, but from what I remember: if you run it you should get some main window and if I recall correctly some options window (where you typed your nick and alt nick). Close that options window so that you only have the main window active and type the following in the command bar at the bottom, you may need to wait a few seconds after the first one to settle down:

/server irc.blackintel.org
/join #tt

The window should change and show the users in the channel, one of them would normally be me. Be sure to type my name so that I'll notice you want my attention. Smile
