Judging the picture it HAS to be a firewall. If you have it alowed on your PC it's most likely you have a router with firewall.
Your router is a little box connecting you with the internet. In most newer versions it can also have VoIP phones plugged in.

Right Click -> Status at your Network Icon on your startbar
Click 'Details'
Search 'Gateway' or 'IPv4 Gateway' and write down the number it is folowed by.
Fill this number in IE or Firefox and you should be shown a Web Interface
If that doesn't help you you can find it with only your PC's IP:
To get to the Web Interface check your computer's IP. (something like 192.168.1.12)
To get to your router make sure the first 3 series are the same (in this case 192.168.1)
The last digit is either 1 or 254. With one of these you should get into your router's web interface.
So you will fill in 192.168.1.1 or 192.168.1.254 in IE or Firefox or w/e
