What do you have now? Do you have a Athlon/P4/P3 system?
When do you want to upgrade? New processors come out in two months. Athlon-64 will hit the street, and P4 Prescott will hit for Intel. Even if these will be out of your price range, it will bring current chips down in proce alot.
If it has to be now, I would say go the Intel route. A Intel roadmap right now has a better upgrade path. We will likely not see a AXP chip past 3400+. A newer Intel board will give you a path to at least a 4ghz Prescott.
My recomendations for building now:
Intel route:
Abit IS7-E (865PE chipset) - 93.00
Pentium4 2.4C (800mhz FSB) - 172.00
512MB PC2700 DDR (nice sticks, too) - 80.00 (2 sticks, CL2)
AMD route:
ASUS A7N8XD - 125.00
Barton 2800+ OEM - 173.00
Same RAM as above - 80.00
Swiftech MCX462+ - 40.00
a 92mm fan - 12.00
