If all you need/want are downloads, try out paFailDB. It's very easy to setup. Not quite as easy to skin yourself - then again, this coming from someone who is design-challenged. *me* 
I actually recoded paFailDB to use phpBB3's template system. Not that hard actually. I even made it use phpBB3's database structure(after failing for trying to get phpBB3 to read from two databases )
