Just want to congrat you on the awesome monitor choice. I was looking on Amazon at that very same monitor. Although I was looking at the HD version because it has a built in tuner, nevertheless its the same monitor. As to your problem;
You will probably find that its the driver support for the ATi card. If it was a dodgy monitor the DVI wouldn't be working at all. The X1300 is a pretty old (oldish) card and they (ATi) have probably dropped support for it.
Try using a 3rd party driver thats been updated after the official version you have now.
