Go to Device Manager (I assume you know how to do this), and then expand Disk Drives and come back and post here whether you see the drive there or not.

EDIT: Do you have data on that HDD? If you do, then initializing will erase all data.

EDIT2: OK, DON'T DO ANYTHING EXCEPT THIS:

Right-click on the area within the red box and tell me what options it gives:
