Hmm... odd. Because I usually have a much better k/d ratio than someone who only gets body shots. Not to mention it solves the problems of refill complaints.
I ALWAYS aim for the head when I'm a sniper. I may not always hit, but its always aimed at the head. I'm by no means the best, but only aiming for the head has yet to prove futile.
The only exception being in an "AOW" scenario where the person is almost dead anyway. Even then its still a "one hit one kill" situation.
edit: Hmm.. missed the second part about hiding behind the rock the first time. If that is the case, then yes.. take what you can get. Under every-day "normal" situations where you are picking off people running around, it is a shot for the head.
