I updated the link it should work now: http://apb.game-maps.net/index.php?action=file&id=523

Here are the instructions again also:

Run it, only select "WOLAPI", when it asks for the file path delete the one that is there and enter this one: C:\Program Files\EA Games\Command & Conquer The First Decade\Internet
then install, then it should work after that is done I believe.

Note: For the stand-alone version of Renegade change it to: C:\Westwood\Renegade\Internet

EDIT: Link above isn't valid anymore, here's another one, same instructions:
