Doesn't 10 years of (possible) prison for the driver seem pretty steep? Why should another life be ruined as the result of a dumb stunt that turned tragic?

Jail isn't only punishment, it's to also keep the driver from making the same/similar mistake.

I think what's happened should be punishment enough. If a 17 year-old is sent to prison for 10 years, it's pretty much a guarantee that the rest of his life will be ruined.
Someone has died, and it's awful. But it's not like the driver forced that other teen to stand on top of the car while it was moving. There's shared responsibility in this, and the sentence doesn't seem to fit what happened.
