It's the beta for the next version of Firefox. It's only recommended for developers and testers since there may still be bugs in it, hence why it's called a beta.

I run the latest version of the Firefox 3 beta on my XP virtual machine, and there are a lot of nice new things. The download manager has been updated to look a bit better, the icons are all new and it has better Vista integration. There are also new bookmark things and smart bookmarks for the sites you visit most often, and some other stuff that I didn't really pay much attention to.
