Go to
Main menu --> Options --> BHS.dll options and uncheck "Bloom" and "Shaders", set the MultiSample Anti-Alias to 0 (Setting it to anything higher on ATI cards kills the performance with no graphics gain at all, I think it might be broken, or ATI can't write drivers, anyhow)
Does that fix it?
Edit - You have to restart Renegade after changing these options!
