I think maybe that's what loosely happened. He probably was not lying and he probably was not telling the truth.
What I think happened in that car was that Joran told mostly the truth but did make up stuff about his friend disposing off the body.
No doubt he was involved...he said he had sex with her. Why would a person make up a story like that about a dead young woman?
He probably buried or threw her body in the ocean himself. Then to not be the perpertrator, he made up the story about this "friend" who promptly volunteers like a obedient robot to use his boat to dump the body like it was some object. 
Nevertheless, his rant in the car only increases suspicion around him.
Someone was responsible and with this mysterious "friend's" clearance, Joran is more in the spotlight.
