Well the rapid throw of c4 if it was fast and without refilling would be cheating but if it was simply throw on someone and refill then continue that is not cheating, putting c4 on team mates is considered to be team hampering and noobish unless the person you put c4 on is the enemy.

If it was noobstories that would make sense there quite a few noobs there.

It's not a "noob" tactic, most "noobs" don't know how to do it. It could have been either server, because I know it's done on both Jelly and n00bstories.
