There's a group policy which handles that sorta stuff, will see if I can find it

Edit: go to (Registry):
HKEY_CURRENT_USER/Software/Microsoft/CurrentVersion/Policies

Is NoDispBackgroundPage in there? Make sure the value is 0

If that doesn't work, give this a go:
