I can't even begin to tell you how wrong you are.

First of all Anime isn't western made, it is made in Japan. Pokemon is Japanese, not western.

Manga is a "Graphic Novel" it is a book. Anime is the ANIMATION of the book.

If you don't believe me I will show you:

This is the original Manga version of InuYasha (Episode 1)
http://www.onemanga.com/Inuyasha/1/01/

This is the InuYasha official website:
http://www.avexmovie.jp/lineup/inuyasya/index.html

Scroll down on this page to see all the names and languages that the original JAPANESE show was dubbed into.

Full Metal Panic:

On this page you can see all the Manga on sale, then scroll down you can see the Anime on sale.

This is the Naruto Manga version of Episode 1
http://www.onemanga.com/Naruto/0/

This is the official Naruto website:

http://en.wikipedia.org/wiki/Naruto
Read the side bar, you can see that it was created in Japanese, and licensed in English! And even more, the Naruto Shippūden episodes haven't even been licensed in English yet! How can something "western made" not be licensed in English?!

Bleach:
Episode one of Bleach
http://www.onemanga.com/Bleach/1/

http://www.bleachportal.net/
This site gets the weekly airings of Bleach from Japan and streams them on their site. Later on they are fansubbed in English. Note what episode they are up to: 152.

In English, they where only able to get up to episode 42.

GitS. (Ghost in the Shell)

No online scans, so here:

Look at the staff. Why would the English companies need a "translator."
And why doesn't either company, Japanese or English, need any voice actors? Don't say they haven't hired them yet, this Manga was made in 1989.

Same site under the Anime form:
http://www.animenewsnetwork.com/encyclopedia/anime.php?id=910

Notice all the staff members? Those are all the voice actors for the animated series.
...

In conclusion, this is how it works.

Manga is made in Japan. If a manga is popular, is licensed and distributed as an English translated Graphic Noval. A manga is a Graphic Novel, or something similar to a comic book. Go to a book store and look under "Graphic Novels" you can see for yourself.

Anyway, after the Manga, if it gets enough publicity and people like it, they decide to make it into an Anime. Keep in mind that this is still in Japan. If the Anime receives enough attention, than some other out of country licensees might notice it.

Bandai Entertainment has been given rights to distribute Lucky ☆ Star. They have recently finished up the 14 episode series The Melancholy of Haruhi Suzumiya. (or Suzumiya Haruhi no Yūutsu)

So yea, a licensee, such as VIS Media licenses a Japanese Anime, than a distribution company steps in, such as FUNimation, ADV Films, Bandai Entertainment, ect, step in with their cast of English voice actors and they create the episode audio dubs. Which they then sell off monthly as DVDs.

Like I said before, I don't know where you got the idea that Anime was western created, but I can tell you right now, it isn't. I have been following releases of shows for the past 2 and a half years, I know what I am talking about when I say Manga isn't Animated.

And if you even still do not believe me. Do this:
Go to a store and buy an actual Anime DVD. Chances are pretty high that it will include the original Japanese audio with English Subtitles. Now tell me something: Why does something that you say is "western made" have ORIGINAL Japanese audio?

Edit: I only used English translations as an example. Other languages follow the same steps, not just from Japan to English.
