Yep. It's good for people like my mum, who can't tell what the PC's doing 90% of the time. It's downright irritating for the experienced user though.
On topic, typically, this can be fixed by running Renegade in XP SP2 compatability mode and as administrator.
Head to "C:\westwood\Renegade\" and then find and RIGHT CLICK on "game.exe" (Or, if you've installed Renguard, "game2.exe") and head to the compatability tab, and then check the "Run this program in compatability mode for" box, and then select "Windows XP (Service Pack 2)" from the drop down list.
At the bottom of this tab, check the "Run as administrator" box, then cliock "apply", then "OK"
It should run.
