Are you talking about Web Proxies or Network Proxies?

Webproxy = www.atunnel.com (new window to search like a new addressbar, will encrypt all urls to a set of letters and numbers which bypass the Network Proxy.)
Network Proxy = Schools, colleges, uni's, workplace etc. (Is used and setup by the network administrators to stop traffic from getting to particular websites (adult material, free games, downloads and so-on).)
