It's been a while since I reinstalled (I use XP on my main machine), but I think what I did was go to My Computer, right-click -> Explore on the RA2 CD, right-click -> Properties on setup.exe, set Compatability to Windows 98 mode, and then double-clicked on setup.exe. Hopefully, that's how I made it work. Good luck.
