The only way to solve this problem is to do IP checks on both users. Even if they do have dynamic IP's it is likely that you will catch them with the same IP or if not at least the same hostname and an IP within it's range. I'm not going to bother reading whats gone on but normally thats how these type of problems have been solved before. If they have different IP's and hostnames then it is likely that you have the wrong guy.
