Look at HostMatrix, they don't charge so long as you contribute to the community

You don't need to pay for php forums, phpBB is a nice forum for first-timers to get their feet wet with.

I can't help you much with freewebs, if I rememeber correctly you can't manually edit pages and they don't host php/MySQL, but if you find a host that does sure i'll give you a hand.
