Well beings you said "!Sounds" command, I am assuming that you are talking about a command in the team chat message box. You would need to be able to do some C++ scripting, and have the programs on:

Then if you look at the source code for AOW, you could do some copping and pasting, and then some modifying and you could set it up your self, to do exactly what you wanted it to do.
