You add a timer so that the same vehicle cannot be spotted again for a minute. I'm sure what they are talking about is a system similar to BF2, where you look at a vehicle and press... Q? and then a menu pops up and you choose Vehicle Spotted. This vehicle then shows up on all allied radar so especially AA can shoot down the planes.
