Could try:

ftp://ftp.ea.com/pub/westwood/RenegadeDebugInstaller2.zip

It's the non-3d installer, and also has a copy of wwconfig.exe in it, it may be the same as the standard wwconfig.exe though.

May be worth a shot using that file or reinstalling it using that installer.
