It would still be a dictatorship, by the definition of the word... if it's one guy, or a select few, who have total control and can make up the rules as they go along. It's a server, not a country, but it's still a dictatorship.
Whether or not a dictatorship is always a bad thing, is a difficult question to answer. The word "dictatorship" is generally used with negative connotations, so I doubt many server owners would welcome the term. I think it's a perfectly reasonable application of the word, if the people in charge are bound by no rules but their own.
