From one of the things I find extremely noticable (especially when sniping) is that it cuts out everything you don't see, and only renders/handles network packets of what you do see. It will hide all the unseen faces and polygons from your view, and completely disclude them.
I will note that this command will only make latency WORSE for certain internet connections. How? Well I don't know but I did two tests. I tested this on dialup and tested it at my cousin's house on their 3mbit Cable; on my dialup I would highly recommend its use; on 3mbit Cable I would not recommend it as it increases latency a little bit (not too much). I won't say though, that your latency will increase on every cable connection, so it really has a matter of experimenting and comparing. If your latency is higher, turn it off. If lower and you enjoy/prefer it, keep it on.
