Nowhere. It doesn't exist. Which means they belong to whatever country they live in. Do the Kurds living in Iran, and Turkey not belong to those respective countries?
What about the South vietnamese that you thought still had a country. If you ask the rulers of Vietnam, I think they would say there's no such animal, they are all just plain old vietnamese now. By your logic, Chechnyans are suddenly autonomous, and not subject to Russian rule, thus by your logic, not Russian citizens (Like it or not). Not according to the Russian government.
