Hmmm, Yeah this can be easily done through using (certain tools) and mIRC, set mIRC to send a page continuously on a timer (this page could be anything, even a !rec/!nood). Even more severely a server could be spammed so much as to make its SFPS as low as 1 or 2 and spike many peoples pings up 3000 (30 secs).
