I'm not sure. I think there is and/or was a web interface for such, but it's broken now.

Can I change the skirmish level witch comes with renegade to another map like Walls, Metro or other maps?

In your data folder, rename Skirmish00.mix to Skirmish01.mix. Then, rename whatever map file (C&C_Walls.mix, C&C_Metro.mix, etc) to Skirmish00.mix.
