Is it a laptop? If so, do defrag...
But if it is really so bad, that's prolly not the solution. I bet on spyware and/or a virus. Start using some decent anti-spoyware (spybot search and destroy is a good start). http://www.spybot.info/
Also do a virus scan on your computer after a startup in safe mode. You could download Norton Anti Virus (free for 30 days) at www.symantec.com .
Before you do this, you could do ctrl-alt-del while you are in windows, go to processes -> list by CPU-usage and look for which file is using CPU-power. If there's one that keeps coming back, then google the process name and see what you get.
If you are virus- and spywarefree and still have it, then it's a hardware problem...
BTW: if you think this is too much trouble, then just format your hard disk. That always does the trick!
