Yes, that's what a filibuster is, and it's a perfect strategy to be used. The whole point of them being there is because we, the people, voted them into that position, so they're just doing their job and supporting the ideas and desires of those who voted for them. I know that if the democrats wanted to pass something I didn't agree with, I'd filibuster until they'd give up on passing it. They're doing their job.
